More people around the world including inside the United States have reported being hacked by an unknown source of artificial intelligence weapons. These types of crimes reported by the UN after a four year investigation have come to multiple conclusions.
The people that are doing this are hacking individuals biologically and neurologically from surveillance units created by international crime organizations. Using biotechnology, biochemicals and bio-sensory metrics to surface the scheme of things onto a diminishing territory for victims rights. The victims means for survival has been brought to a halt, totally collapsing the victims well being and personal factor of life. This technology documented in the Cyber Torture report have been found to be all robotic artificial intelligence and cyber technology that is capable to use on populations world-wide. These effects, causing a new form human trafficking era globally. Inside the United States, these individuals have been implemented into this cyber criminal activity and are no doubt using it for retrieval of information and data pulling from the body of the person's brain.
This type of human trafficking can make billions if not trillions. Human trafficking is all about surveillance, torture and human experimentation.
People over the years have reported these crimes but nothing was ever done. Through these disbeliefs, this system grew larger.

This Cybernetic human agenda seems to be taking off quite well. More factions on robotic companies that orchestrate billions world wide for software and hardware for A.I, now human trafficking people globally by this crime. The dominance of this thing seems to control the mind of the individual. Robotized almost everything about the person. With the entire brain mapped out on people, computers and robotics are now capable to adaptively infiltrate people's lives and reading thoughts of patterns that do exist inside the mind.
It is hard to pay attention to these things because it seems unscientific or science fiction, not real and boring.
People all over the planet are engulfed by these systems. Systems that cause penetration on female organs, complete domination over the body. A.I is not only a programmed tool, but a programmed weapon to initialize a threat by abduction. Artificial intelligence capable of abducting humans, far more advanced on the scheme of things when it comes to human trafficking..
With technology companies ingesting these technologies into our bodies such as nano technology and particles we are unaware of, left with no way to get them out. Eventually the use of cybernetics will be on the top priority list, and the lives of humans will no longer matter. As long as these companies world-wide continue to make money for the growth of these systems, the harder it will be to track and stop these illegal experimentations on humans. These machines are not above the law nor are the ones who are using them.
30 years ago people never knew about implants or medical implants, such as implants that monitor certain diseases in the human body. Yes, implants monitor the inside body parts of a human being. All of these implants were discovered during the early ages of the 1950's. After that time, people were experimented on with these implants very quietly and secretly implementing people into these illegal testing's without consent.
Nowadays, you see implants every where. Small chip devices planted inside of a person's wrist. More medical devices inside the brain, such as neural-link implant networks, Companies injecting Artificial intelligence implants linked to a computer to a persons body are already running on a high global scale. Secretly and quietly testing A.I on people all over the planet as robotics come onto the rise of things.
People are being tortured and killed for these outcomes, and human experimentation and trafficking for these experimentations are going on daily.
These are the things Targeted and Trafficked are after. To stop these human experimentations and human trafficking by cybernetics we have to bring this more forward to the public and receive help from medical staffing and law systems in order to stop it.

(Sec. 2003) Rewrites provisions of the Victims of Crime Act of 1984 regarding compensation and assistance to victims of terrorism or mass violence to authorize the Director of the Office for Victims of Crime to make supplemental grants to States, victim service organizations, and public agencies (including Federal, State, or local governments) and nongovernmental organizations that provide assistance to victims of crime, which shall be used to provide emergency relief, including crisis response efforts, assistance, training, and technical assistance, and ongoing assistance, including during any investigation or prosecution, to victims of terrorist acts or mass violence occurring outside the United States who are not persons eligible for compensation under title VIII of the Omnibus Diplomatic Security and Antiterrorism Act of 1986.
(Sec. 1407) Amends VAWA to direct the Attorney General to establish a domestic violence task force, comprised of representatives from all Federal agencies that fund research on domestic violence issues. Directs that appropriated funds be used to: (1) develop a coordinated strategy to strengthen research focused on domestic violence education, prevention, and intervention strategies; (2) track and report all Federal research and expenditures on domestic violence; and (3) identify gaps and duplication of efforts in domestic violence research and governmental expenditures on domestic violence issues. Requires the task force to report annually to Congress. Authorizes appropriations.
Amends the Safe Streets Act to: (1) authorize the Attorney General to make grants to develop or strengthen policies and training for police, prosecutors, and the judiciary in recognizing, investigating, and prosecuting instances of domestic violence and sexual assault against older individuals and individuals with disabilities; and (2) direct that grants to combat violent crimes against women be used to develop, enlarge, or strengthen programs to assist law enforcement, prosecutors, courts, and others to address the needs and circumstances of older and disabled women who are victims of domestic violence or sexual assault.
Title II: Strengthening Services to Victims of Violence - Authorizes the Attorney General to award grants to private nonprofit entities, Indian tribal governments, and publicly funded organizations not acting in a governmental capacity, such as law schools, to: (1) implement, expand, and establish cooperative efforts and projects for the provision of legal assistance for victims of domestic violence, stalking, and sexual assault; and (2) provide training, technical assistance, and data collection to improve the capacity of grantees and other entities to offer civil legal assistance to such victims. Sets forth requirements regarding eligibility for a grant and evaluation. Authorizes appropriations. Specifies that of sums available under this title, not less than: (1) five percent shall be used for grants for programs that assist victims of domestic violence, stalking, and sexual assault on lands within the jurisdiction of an Indian tribe; and (2) 25 percent shall be used for direct services, training, and technical assistance to support projects focused solely or primarily on providing legal assistance to victims of sexual assault.
(Sec. 113) Authorizes appropriations to carry out this Act for: (1) the Task Force; (2) the Secretary of HHS; (3) the Secretary (for assistance for victims in other countries, voluntary contributions to OSCE, and annual Country Reports on Human Rights Practices); (4) the Attorney General; (5) the President (for foreign victim assistance and assistance to foreign countries to meet the minimum standards); and (6) the Secretary of Labor.
